Chinese Birth Tourism: Elite Scheme to Game US Citizenship

CCP elites and American birth tourism

Chinese elites are quietly exploiting America’s birthright citizenship rules in a way that could reshape our elections forever. Wealthy Chinese nationals pay big money to fly pregnant women here, give birth on US soil, and grant their children automatic American passports. These “anchor babies” get full citizenship rights – including the power to vote when they grow up – while many families rush them back to China for strict Communist Party schooling.

California Maternity Hotels

This practice, known as birth tourism, exploded in the 2010s. Chinese agencies ran “maternity hotels” in California, charging tens of thousands per package. They covered lodging, doctor visits, and visa help. However, federal raids hit hard. In recent years, authorities busted major operations. For example, Phoebe Dong received a 41-month prison sentence in 2025 for helping over 100 Chinese women through her “USA Happy Baby” scheme. Meanwhile, other operators faced guilty pleas for visa fraud and conspiracy.

Gaming The System For The CCP

Why do they do it? Many Chinese families seek better opportunities for their kids. They want US passports for travel, education, and safety nets. Yet critics warn this games the system. According to some interpretations, the 14th Amendment gives citizenship to anyone born here, no matter parents’ status. Therefore, these children gain lifelong advantages. Some parents take the newborns straight back to China. There, the kids attend schools run by the Chinese Communist Party (CCP), where indoctrination shapes their views from a young age.

Author Peter Schweizer lays out the Chinese birth tourism scam, plus several other actors intent on the destruction of America in his new book: The Invisible Coup

The Manchurian Generation

This raises alarms. These US citizens, raised under CCP influence, could return to America as adults. They could vote in our elections. Could this create a hidden bloc loyal to Beijing? Experts like Peter Schweizer point to a “Manchurian Generation.” They argue Beijing uses this tactic for long-term influence. Meanwhile, surrogacy adds a new twist. Wealthy Chinese now hire American women to carry babies, bypassing some travel rules. The US fights back. Stricter visa checks target pregnant applicants. Prosecutors jail organizers. Yet the practice lingers, especially among elites.

Protecting American Soverignty

Birth tourism exploits America’s generous citizenship laws. Chinese elites secure US passports for their children, often raising them in CCP schools before they might one day vote here. There could be as many as a million of these kids. Could these “paper citizens” influence our future elections? What safeguards should America put in place to protect its sovereignty?
