NED: The “Second CIA” Gets Protected
The NED, often called the “second CIA,” has deep ties to intelligence work. Its founder, Allen Weinstein, once said much of its efforts were once done covertly by the CIA. Created in 1983 under Reagan, NED shifted some operations from secret to open funding. Critics point out it has backed groups that target conservative voices and push foreign agendas. President Trump wanted it defunded, yet these 81 Republicans voted no on Rep. Eli Crane‘s amendment to strip the money. This keeps taxpayer dollars going to an entity accused of fueling bias against the right.
DC Courts Shielded from Cuts
In the same package, Rep. Chip Roy pushed to cut funding for the DC District and Appeals Courts by 20%. His amendment also targeted staff budgets for judges like Boasberg. However, it failed as 46 Republicans refused to support the reductions. Boasberg, the chief judge, has clashed hard with the Trump team. He blocked key deportation efforts under the Alien Enemies Act and sparked contempt talks over defied orders. The administration even filed misconduct complaints against him for alleged bias and improper influence. Protecting his court’s budget feels like a slap to efforts to rein in activist judges.

These votes highlight a divide. Fiscal hawks and Trump allies demanded real change. Yet moderates sided with Democrats to preserve old systems.
